annexation manipulation

Ya’ll probably aren’t surprised by this bill since it has been discussed on the backbench for a while. Annexation manipulation is a tactic used by municipality owned utilities with outside boundary customers. Some of these utilities are requiring a signature on an annexation agreement before service is given. S. 289, if passed, eliminates this strong-arm tactic. The rhyme annexation manipulation reminds me of that Saturday morning cartoon, “conjunction junction, what’s that function”. I’m not a poet, so any rhyme on this crime would be good. Help me out!

This smacks of the tactics of the Politburo or, more recently, the New London, CT town council. What’s next, citizens needing service from an entity must sign over a life estate on their property. This taxation policy, and that’s obviously the ultimate end, reminds me of the Townshend Duties of 1767 passed by the British to pay for the French and Indian War. Perhaps the refrain from that period applies here, albeit with a slight modification:

    No annexation without representation!

    I concur with Palmetto Conservative
The prospects of gerrymandering and petty moves to block annexations of other areas in mind, one has only to look at the City of Charleston and its tentacles trying to wrap around Mount Pleasant and Georgetown to the northeast; North Charleston, Hanahan, Goose Creek and Moncks Corner to the northwest; the towns of James Island, Ravenel, Edisto and Beaufort to the west.

Though counter to the Manifest Destiny espoused by that arch liberal Teddy Roosevelt, some annexation legislation that Joe Riley managed to pass in the 70’s probably could stand overturning also. I think Mayors Gerald Schuster of Ravenel and Mary Clark of James Island could offer some significant input that would have bearing on any hearings, ditto Harry Hallman of Mt Pleasant.
