jessica’s law philibuster BUSTED!

Sen. Jake Knotts (R-Lexington pictured below) introduced a strike & insert amendment. This removes all the damage the SC House did to the
bill then inserts the legislation that the Senate passed on March 28th. Last week the House removed capital punishment, removes “hearsay” clause, reduces minimum from 25 years to 10. Basically, the SC House “gutted” the bill. There was a failed attempt to block the vote by Sen. Phil Leventis (D-Sumter). A motion for cloture was made and passed. Below are the roll call votes:
AYES: Alexander, Bryant, Campsen, Cleary, Courson, Cromer, Fair, Gregory, Grooms, Hawkins, Hayes, Knotts, Leatherman, Martin, McConnell, Mescher, O’Dell, Peeler, Richardson, Ritchie, Ryberg, Scott, Thomas, Verdin

On Wed May 31, the House “concurred” on S. 1267. This bill will now go straight to Gov. Sanford that has already announced his support.

S. 1267 is a related bill calling for electronic monitoring. It had already passed the House and sent to the Senate with amendments. Sen. Knotts offered the “strike & insert” on S. 1267 striking its entirety and inserting the Senate version of “Jessica’s Law”. Since it went back to the House for a 2nd time, they could only “concur” or “not concur”. Great tactical maneuver!

Actually, Rep. Jeff Duncan (R-Laurens) had an amendment drafted to repair S. 1138.

Having a daughter, it she were a victim she the guy likely would’ make it to the electric chair…cause I’d probably kill him first…but seriously, the problem with this law is that it’s not a deterrent…someone who commits these acts repeatedly won’t care…because they are sick people…they are not thinking about the death penalty…God only knows what they are thinking…but we need to focus on stopping this before it happens..getting these sickos help, or locking them up for long time the first go round. Although, I agree with the penalty, it doesn’t address the problem properly and makes for nothing more than political grandstanding.

Its the ultimate deterrent and insures no third offence.

I see Sen. Moore(D) for Gov. Not Voting or Absent: was out to lunch on the last days of the senate session.
Thumbs up to the Senate and House leadership for giving the Sanford camp another class in state politics.

We could close the governor’s mansion.

So we stop the third time…Great. How bout the first time…isn’t that enough. Let’s do something that’s gonna stop it before it starts. Leave the death penalty there, but enact some measures to make sure it doesn’t happen the first time. 1 child is two many, but to think we could stop it altogether..that’s even a better idea. And yes political grandstanding…NO ONE (D or R’s) wants to give convicted child rapists a pass, but simply attaching the DP and then saying that’ll fix it is the easy way out. It’s the easy vote, the easy way to bring attention…why not tackle the issue head on..get to the root of the problem and stop it from happening first. And by the way, quit being the man behind the curtain and posting as anon…that too is the easy way out.
